High School concept to replace JSS/SSS in 2007

I was reading through the Joy News headline announcing the new educational reforms. The new system will have four years at the Senior Secondary school (to be called Senior High) instead of the three as is currently the case.

The Education Minister is quoted "...
reforms aimed at stemming the tide of over 200,000 school leavers being thrown out onto the streets annually without any basic skills."
What is the point? Instead of 200,000 unemployed youth in 2006, you produce 200,000 unemployed youth in 2007!!!!

We don't have enough teachers for forms 1 to 3 at the Sen Sec level. Now we want to have a fourth year.

Almost every school complains there aren't enough student beds and mattresses to go around. Now we want to retain a third of the students for another year. Or rather we want to increase the number by at least 25%.
Shouldn't we be concentrating on improving the current system rather?
